The Metropolitan Transportation Authority board decided yesterday to delay the adoption of its operating budget. The board heard Republican members challenge the wisdom of voting in favor of a $5 billion budget that would include the Fare Deal package of monthly transit passes and
free transfers between Transit Authority buses and subways before NY Governor-elect George Pataki takes office. Peter Kalikow, a new MTA board member and head of Pataki's transition team for transportation, argued against devoting savings and new revenues to the fare plan when city, state
and federal transit subsidies are likely to be cut. MTA Chairman Peter Stangl agreed that the new Governor should be given time to look at the Fare Deal, but said he remained hopeful that the Pataki Administration would support the policy. The MTA holds that the package will boost transit
ridership. NY Times
