A report released last week by the MTA's inspector general concluded that the on-time performance of the NYC subways is far below the 91% rate claimed by the Transit Authority for the past two years. The MTA found that train dispatchers who keep handwritten logs report broken down

or canceled trains as being on time. Schedules are also adjusted so that delayed trains are logged as on time. The report put the subways' on-time rate at 73%. Transit officials pointed out that train frequency is more important to most riders than adherence to adopted timetables. Starting January 1,

the Transit Authority will implement a new on-time tracking system. (NY Times)
