The New York Metropolitan Transportation Council (NYMTC) recently released draft criteria for applying ISTEA's Major Investment Analysis regulation to metropolitan-area transportation projects. A Campaign analysis of the criteria is forthcoming. At present, both the I-287
Cross-Westchester Expressway widening project and the Gowanus Expressway reconstruction are still listed as requiring "no further analysis." The Campaign has asked NYMTC director Ray Ruggieri for a written rationale for this finding. Meanwhile, a Federal Transit Administration official
rejected a Campaign suggestion that metro-area transit projects were undergoing greater scrutiny under the regulation than planned highway expansions -- she too has been asked to explain in writing the FTA's sign-off on the I-287 and Gowanus "no further analysis" classifications. To receive a
copy of the criteria, call NYMTC at 212-938-3300. The Campaign can also you email the criteria, or you can pick it up from NYMTC's computer bulletin board at 938-4371.
