Scenic Hudson reports progress in winning a rewritten foreword to the Newburgh-Orange County Transportation Council (NOCTC) long-range transportation plan. The new draft: 1) Acknowledges the plan's Land Use (center-oriented development oriented to transit, cycling and

walking) and Technology (IVHS) Futures as the plan's preferred alternatives and 2) Pledges to evaluate new projects based on furtherance of these plan scenarios. In addition, the NOCTC, NY DOT and Metro North Railroad are collaborating on a response to Scenic Hudson's comments on the

inadequacies of the conformity review for northern Orange County transportation projects.
