RPA-Amtrak Contract Records
These records document Amtrak's paid relationship with the Regional Plan Association and the Build Gateway campaign. The archive includes FOIA requests and appeals, scopes of work, invoices, campaign materials, and correspondence produced through public-records requests between September 2025 and March 2026.
The public story and the paper trail did not match neatly.
The documents help show how public agencies, civic organizations, consultants, and advocacy campaigns shaped the public case for Penn Station expansion and Gateway-era rail planning. They are presented here as source records: read them directly, compare the scopes of work against the public messaging, and follow the requests and appeals that brought them into view.
